**    「新しい資本主義」による国主導のリスキリングとは**  
*ー 国主導のリスキリングとはどんなものでしょうか？*中川：日本でも、いよいよ国主導のリスキリングが始まろうとしています。岸田内閣が打ち出した「新しい資本主義」における人への投資の抜本強化において、「スキ

ルアップを通じた労働移動の円滑化」という項目があります。

労働移動、あまり聞き慣れない言葉かもしれません。調べると、労働市場においての労働力の企業間、産業間、職業間、地位間の移動のこと、とされています。

3年間で4,000億円規模、およそ100万人の労働移動を支援するとのことです。非正規雇用者・失業者をリスキリングすることで、新たな（デジタル）スキルを習得した

人材を増やし、その人材と仕事をつなぐ働きが見込めます。　

背景には、コロナ禍や地震などの自然災害があります。デジタル人材不足に直面し、社会・企業がDXを前倒しにせざるを得なくなった今、いよいよ教育訓練への投資、

つまりリスキリングの強化・拡大に本腰を入れ始めたのです。

技術的失業者をデジタル人材にリスキリングすることで、失業者の減少や働きがいの向上が実現できます。リスキリングこそが、唯一無二の持続可能なDX推進を実現す

る手段だと考えます。

加えて、人への投資の抜本強化では、人的資本の見える化が掲げられています。有価証券報告書への人的資本の記載など、政府から情報開示を要請する指針が、今夏に

策定される予定です。

いよいよ、本当の意味で「ヒト」が資本主義の主役になる時代となるかもしれません。人的資本の時代は、すぐそこまでやってきているのです。

次回は、人的資本（ヒューマンキャピタル）について理解を深めていきます！
